The Mobile Advocate provides direct mobile advocacy to victims of sexual assault and/or domestic violence. Performs multiple roles as point person, victim advocate, and assists victims in navigating complex criminal justice and social service systems. Responsible for collaborating and acting as a liaison with other community agencies to provide cohesive service delivery for client needs.
 
Essential Duties and Responsibilities
The following duties are not intended to serve as a comprehensive list of all duties performed by this position. Other duties as assigned.
 
  • Provide advocacy services and intensive case management to survivors of relationship violence, stalking, and sexual assault or abuse in coordination with other community agencies.

  • Develop and establish safety plans; monitor victim circumstances that may impact victim’s safety.

  • Develop recovery and self-sufficiency plans with clients, guiding clients through referrals and coordinating case management through setting goals and taking necessary steps to achieve goals, and apply knowledge of professional social work principles and methods to help clients recover and achieve self-sufficiency.

  • Administer initial and ongoing assessments to identify each victim’s accomplishments, strengths, and current or new service priorities in need of support.

  • Assist and refer clients, as necessary, during crisis and work toward stabilization; assist clients in the development of immediate, short-term, and long-term goals; provide service coordination and aid in navigation of agencies.

  • Attend and participate in all relevant and regular case coordination meetings and conference reviews, organize case meetings when needed to review case progress, client strengths, barriers, and needs as well as impediments to safety or self- sufficiency.

  • Assist and facilitate services among clients, including legal and social service agencies necessary for client recovery and self-sufficiency, and maintain compliance in various assistance programs. Create timelines and task lists, verify applicable program compliance  requirements,  identify  priorities,  and  facilitate  communications  between  programs  and  clients. Determine client needs, identify resources to fill needs, facilitate client connection to resource provider, monitor client interactions with providers, and provide supportive services as needed to improve outcomes or remove barriers.

  • Guide clients in recovery and goal setting, and assist them with identifying personal strengths. Provide coaching to clients on resolving problems that may arise during recovery and self-sufficiency. Provide clients with short-term crisis intervention and stabilization, and support clients with establishing long-term self-sufficiency plans.

  • Initiate and maintain positive working relationships and regular communications with clients and other agencies. Methods of communication will include face-to-face contact, telephone, email, fax, and official letters and correspondence.

  • Maintain current casefiles and reports on each client, including agency and grant-required information.

  • Provide transportation services as determined necessary to meet the needs of the client and treatment requirements.

  • Identify gaps in service delivery and develop corrective action plans as needed, or make referrals for and coordinate with wrap-around services. Provide ongoing monitoring of clients for basic needs assistance.

  • Maintain contact with agency partners through releases of information (ROIs) from clients. Verify participation in other programs necessary for client recovery and self-sufficiency, such as behavioral health, substance use, housing, community services, among other resources. Provide intensive case management support to program clients in the form of regular face-to-face meetings, phone conferences, or video conferences.

  • Responsible for programmatic operations of grant funded program: receive and coordinate client referrals, including eligibility determination; day-to-day case management; maintenance of client case files in accordance with grant requirements; case closure; and other requirements as determined.

  • Travel regularly to villages to provide victim and programmatic outreach to communities.

  • Understand and follow program grant plans, policies and procedures. Assist Family Services Coordinator with modifying grant plans, policies, and procedures as necessary.

  • Remain current on available resources in the Kodiak community and statewide for clients.

  • Attend relevant and mandatory trainings and meetings in order to more effectively adhere to grant requirements, keep abreast of grant policies, procedures and law and regulation changes, and gain knowledge in ways to improve current advocacy and victim service programs.

Requirements

High school diploma or equivalent and two years related experience in social services, human services, or community relations work involving client interaction, referral services, and case management; or equivalent combination of education and experience. Associate’s or bachelor’s degree in Social Services or related field preferred. To perform this job successfully, an individual should have intermediate knowledge of Database, Internet, Spreadsheet and Word Processing software. May require travel to rural communities in a small plane.
